Reporting to a Chief Analyst of the AMLD, the Senior Analyst is responsible for conducting a full range of supervisory and monitoring functions for an assigned portfolio of licensees and registrants. In addition, the Senior Analyst will provide day-to-day guidance and oversee the work of a team of Analysts to achieve the regulatory and supervisory goals and objectives of the AMLD and of CIMA.
RESPONSIBILITIES:
The successful candidate will:
Participate in monitoring and reviewing ML/TF/PF risk profiles of regulated entities;
Participate in planning, coordinating and conducting AML/CFT/CPF on-site/off-site examinations and ongoing monitoring of regulated entities;
Prepare and review AML/CFT/CPF inspection and other supervisory reports on regulated entities and ensure succinctness and quality of final product;
In collaboration with the Chief Analyst, identify and conduct investigation on serious regulatory and AML/CFT issues involving regulated entities;
Escalate and refer necessary enforcement matters (including administrative fines and any breaches) after investigation of regulated entities in conjunction with the supervisory division(s) to the Chief Analyst/Deputy Head/Head of the AMLD and the Compliance Division;
Coordinate and lead meetings with regulated entities auditors and other service providers on AML/CFT/CPF examinations and other regulatory matters;
Analyse AML/CFT relevant reports or data received from regulated entities;
Participate in internal coordination committees or working groups;
Provide on-the-job training to the assigned team of analysts in applicable laws, guidelines, policies and processes; and to other staff of the Authority if required;
In coordination with supervisory and other divisions in CIMA, identify, track and monitor possible trends as they relate to ML/TF/PF risks and compliance history of regulated entities and industry sectors;
Research and draft responses relating to requests for information from overseas regulatory authorities and international organisations, including surveys;
Prepare and deliver or assist the divisional staff with internal/external presentations, outreach and training on emerging ML/TF/PF trends, AML/CFT compliance obligations and other AML/CFT matters; and
Assist with the research, development, implementation and future amendments of relevant supervisory manuals and procedural documents.
REQUIREMENTS:
A Bachelor’s degree from an accredited institution – in Finance, Law or Accounting; and four - five years’ experience in a relevant position within a regulatory authority, law firm, audit firm, AML/CFT Compliance, or AML/CFT Risk Management role with a financial service provider, of which includes two year’s prior supervisory/regulatory experience.
AML/CFT and/or Fraud Prevention & Detection accreditation would be an asset.
Knowledge of the Cayman Islands AML/CFT/CPF framework and encompassing legislation, in particular, the Proceeds of Crime Law & Regulations;
Knowledge in AML/CFT/CPF international standards and best practices;
Knowledge in monitoring international targeted financial sanctions compliance;
Comprehensive research and analytical skills;
Knowledge of the Cayman Islands (or similar) regulatory framework and supervisory techniques;
Knowledge of emerging supervisory techniques, ML/TF trends, and up-to-date knowledge of domestic and international financial and economic events;
Proven ability to deliver outputs within established time frames;
Excellent writing, communication and presentation skills; and
Proficiency in all Microsoft Office applications, such as MS Word, Excel, and PowerPoint.
