Reporting to the Chief Analyst of the respective division, the Senior Analyst is responsible for conducting a full range of supervisory and monitoring functions over the work of the Division. In addition, the Senior Analyst provides guidance and oversees the work of a team of Analysts to achieve the legislative requirements and the goals and objectives of the Division and CIMA.
The Senior Analyst also effectively manages risk in the execution of responsibilities, including the identification and communication of potential risks to their Head/ Deputy Head.
RESPONSIBILITIES:
The successful candidate will:
• Participates in the registration and licensing process ensuring that all requisite requirements have been submitted and the process is within the Divisional timelines;
• Perform comprehensive risk assessments including due diligence assessments of all entities for the purpose of compliance with VASP Act and determines appropriate requirements for issues of concern regarding their activities and business practices;
• Participate in the drafting and ongoing review/update of the off-site and on-site procedural manuals;
• Participates in planning, coordinating and conducting on-site/off-site examinations and ongoing monitoring of regulated entities to assess their compliance with the applicable legislative and supervisory requirements and guidelines and on-site inspection processes of regulated entities to ensure their activities and strategies are in line with regulatory requirements;
• Supervise the investigations of complex and serious regulatory and non-compliance issues of regulated entities and make recommendations for improvements or escalation for enforcement;
• Oversee completion of pre-inspection and inspection reports, including requirements for improvement based on findings, and follow up to ensure compliance with requirements;
• Review and analyse applications for all sandbox licences with recommendations to the Chief Analyst for approval or refusal of same;
• Make initial recommendation to the Chief Analyst on exit strategies of sandbox licensees in respect of their transition to the licensing/registration Virtual Asset Service Providers regime , where applicable;
• Make recommendations to the Chief Analyst on any possible revocations or extensions of a sandbox licences as well as the imposition or waiver of conditions;
• Assist with the Chief Analyst in identifying, tracking and monitoring possible industry trends and emerging risks as they relate to risks and compliance history;
• Research, gather, analyse and produce pertinent information to lead or assist with specific projects , e.g. Board Reports; strategic paper contributions, annual reports, the regulatory handbook; and
• Investigates complaints and responds to queries from regulated entities, other divisions and Overseas Regulatory Authorities.
REQUIREMENTS:
• A Bachelor’s degree, preferably in a Computer Science, Mathematics or finance related field from an accredited institution;
• Four (4) years’ experience in the securities/virtual assets industry(including crypto-currency, blockchain or related technology) , preferably regulatory experience;
• A professional qualification in fintech, virtual assets, AML/CFT and Compliance or a professional designation such as CPA/CA/CFA/CAIA/CISA would be an asset;
• Sound knowledge of auditing and accounting principles and analytical skills to analyze the implications of financial statements as they relate to virtual asset service providers;
• Sound knowledge of the Cayman Islands financial services Laws, Regulations, and relevant Rules, Statements of Guidance and Policies including AML/CFT;
• Sound knowledge of international practices relating to the supervision of VASPs;
• Up to date knowledge of emerging virtual asset services supervisory techniques and knowledge of domestic and international financial and economic events as it relates to virtual assets services;
• Sound knowledge in using blockchain analytic tools would be an asset;
• Excellent verbal and written communication skills; and
• Demonstrated Proficiency in Microsoft Office applications, especially MS Excel, Word and PowerPoint.
