The Deputy Chief Executive Officer (“Deputy CEO”) is a primary support to the Chief Executive Officer (“CEO”) in acting strategically and tactically to determine the direction of and drive the strategic vision for CIMA. The Deputy CEO supports the CEO to ensure that CIMA creates and enforces a regulatory framework that instils confidence and upholds the reputation of the Cayman Islands as a major financial centre. The post holder has the responsibility for the oversight of legal and enforcement, supervisory, and operational areas through the Chief Legal affairs, Enforcement and AML/CFT Officer (“Chief LEA Officer”), Chief Supervision Officer (“CSO”) and Chief Operations Officer (“COO”) respectively and for ensuring that the relevant divisions operate effectively and efficiently carrying out CIMA’s functions.
RESPONSIBILITIES:
The successful candidate will:
• Support the CEO in leading CIMA’s strategy for the efficient delivery of its mandate;
• Advise the CEO and Board of Directors on high level issues relevant to CIMA’s governance, supervision, legal affairs, and operations;
• Make recommendations to the CEO for ensuring that CIMA’s policy and operational frameworks are complying with applicable legislation and in line with relevant international standards and industry best practices; and
• Provide strategic leadership, direction and guidance to the Chief LEA Officer, Chief Supervision Officer and Chief Operations Officer and divisions under their oversight;
• Assist the CEO with continuous monitoring and assessments of current circumstances for recommendations to the Board of Directors, and/or to the Ministry of Financial Services as to necessary changes to the relevant legislation to ensure CIMA is providing effective supervision of the Financial Services Sector that is consistent with international standards and best practices;
• Provide advice and directives on litigation matters and alternative dispute resolutions;
• Assist the CEO with the oversight of CIMA’s operations and financial performance, including the development and accountability for CIMA’s annual budget, and the safekeeping of CIMA’s assets;
• Assists the CEO in taking all measures necessary to protect the integrity of the Cayman Islands currency;
• With support from his/her direct reports and in consultation with the CEO, formulates and implements regulatory standards, policies, practices, and operational programmes for CIMA to continue to provide robust supervision and support the fight against financial crime;
• Assist the CEO to develop and maintain an effective public relations strategy to promote and maintain CIMA’s reputation and public image including responding to enquiries to the press and other external agencies;
• Participate and/or support the CEO in representing CIMA in relevant external committees at domestic and international level to make recommendations to facilitate improvements to the supervision of financial services sector and combat financial crime;
• Contribute to developing a strong management team in CIMA;
• Provide leadership and guidance that inspires others to succeed and develop, and generously shares experience, knowledge and ideas in an open and collegial manner; and
• Encourage and promote a professional work environment and professional workforce;
REQUIREMENTS:
• A Bachelor’s Degree with a desirable Master’s degree from an accredited institution in Economics, Business, Accounting, Information Technology or Law;
• A solicitor, barrister or attorney-at-law qualified to practice in an English-speaking Commonwealth jurisdiction with specific experience in the practice of administrative law; and
• Ten (10) years’ experience in a senior executive position in the financial services industry, regulation or operations.
• Experience in statutory bodies is desirable.
• Strong knowledge of financial services and its regulation/supervision;
• Sound knowledge of strategic planning, organizational development and evaluation processes, and project management;
• Extensive knowledge of the Cayman Islands legislation relevant to the regulation of financial services industry;
• Extensive knowledge and excellent opinion writing abilities;
• Experience in litigation matters;
• Extensive knowledge and demonstrated leadership skills;
• Strong knowledge of Board governance policies and procedures;
• Strong knowledge in risk management;
• Strong knowledge in change management;
• Strong crisis management and problem solving skills;
• Extensive knowledge of regulation, supervision, finance, information systems including cyber security and Suptech, human resources and all other aspects of the operations of an organization; and
• Computer literacy particularly proficiency in Microsoft Office applications
