Reporting to the Deputy Head, the Chief Analyst leads a team to ensure that the activities and the records of licensees are compliant with regulatory requirements. The post holder conducts complex research and technical projects to achieve the goals and objectives of the Division and to ensure best regulatory practices are employed. The Chief Analyst participates in determining the strategic direction of the Division.
RESPONSIBILITIES:
The successful post holder will:
• Manage both the off-site monitoring and on-site inspection process, lead a team of Senior Analyst(s), and chair meetings with licensees, auditors or representatives of the Financial Industry;
• Provide strategic input and direction on matters relating to the Division;
• Conduct File Reviews and carry out Risk Assessments of licensees consistent with the current risk assessment methodology and standards;
• Carry out reviews of Risk Assessments and File Reviews undertaken by other members of staff to ensure consistent execution of supervisory duties and compliance with any current risk assessment methodology and industry standards;
• Identify complex and serious regulatory issues and determine recommendations for improvements;
• Participate in and prepare reports for divisional projects geared toward the revision or establishment of policies, procedures and practices;
• Manage the supervision of all licensees, including directing the preparation of submissions for Management Committee;
• Review pre-inspection, draft and final inspection reports and escalate the findings and requirements identified during the onsite inspection process;
• Lead the annual risk analysis of the licensees and prepare the inspection schedule and plans based on such findings;
• Prepare and deliver relevant and informative internal/external presentations;
• Provide recommendations about legislation, regulations, rules, guidance and supervisory practices applicable to the supervision of the Financial Industry;
• Prepare the divisional Board and Annual Reports, budget reports and onsite inspection schedules; and
• Ensure the development and maintenance of procedural manuals and participate in the production of industry statistics.
REQUIREMENTS:
• A Bachelor’s degree from an accredited institution – Finance, Compliance, Business Administration or Economics; and seven years’ supervisory/regulatory/or audit experience; OR
• A professional qualification (such as The Chartered Institute of Bankers (Trustee Diploma), the Society of Trust and Estate Practitioners (“STEP”)) and fifteen years’ equivalent level of related work experience in a financial institution, with ten years’ experience required in a supervisory position;
• A professional qualification such as the Society of Trust and Estate Practitioners (“STEP”) or Certified Anti-Money Laundering Specialist (CAMS) would be preferred;
• Significant knowledge of auditing and accounting principles and analytical skills to analyze the implications of financial statements as they relate to fiduciary companies;
• Significant knowledge of the Banks and Trust Companies Act, Private Trust Companies Regulations, Companies Management Act, Director’s Registration and Licensing Act and associated Regulations, the relevant Rules, Statements of Guidance and policies relating to the supervision of trust companies, company managers and corporate services providers;
• Significant knowledge of Anti-Money Laundering legislation and guidance notes and Proceeds of Crime Act and Regulations;
• Significant knowledge of emerging supervisory techniques, and up-to-date knowledge of domestic and international financial and economic events;
• Sound knowledge of the recognised Standard on Regulation of Trust and Corporate Services Providers as established by the Group of international Finance Centre Supervisors;
• Experience in providing ongoing coaching/mentoring, technical advice and guidance to assist a team in their professional growth and development and in optimally performing their duties; and
• Strong investigative and analytical skills.
